Recession may slow, not stop, downtown progress

When we want to scoff at any city's lack of excitement, we say it rolls up its sidewalks at 5 p.m.

That can be said for much of downtown Rochester, though the East End and the St. Paul Quarter are notable exceptions. And if Heidi Zimmer-Meyer, president of Rochester Downtown Development Corp., sees her hopes realized, the sidewalks will stay unrolled in many other parts of the center city.
